AVISO DE ABERTURA DE EDITAL PARA A ATRIBUIÇÃO DE DUAS BOLSAS DE INVESTIGAÇÃO PARA MESTRE NO ÂMBITO DO PROJETO FACING 

Candidatura aberta 1 de junho de 2019 a 15 de junho de 2019

O Instituto de Sistemas e Robótica (ISR) - Coimbra abre concurso para a atribuição de duas (2) Bolsas de Investigação (BI) para Mestre no âmbito do Projeto de Investigação Científica - “FACING: Face Image Understanding”, em colaboração com a Imprensa Nacional-Casa da Moeda SA.

Área Científica: Engenharia Electrotécnica e de Computadores, Engenharia Biomédica, Engenharia Informática e áreas afins.

Requisitos de admissão: A este concurso podem concorrer Mestres nas áreas de Engenharia Electrotécnica e de Computadores, Engenharia Biomédica, Engenharia Informática e áreas afins. Os candidatos devem ter bons conhecimentos em programação C/C++ e experiência com a biblioteca de funções openCV. São também valorizados conhecimentos processamento de imagem, machine learning e bons conhecimentos de língua inglesa falada e escrita.

NOTA: Os candidatos com graus académicos obtidos no estrangeiro terão, obrigatoriamente, de apresentar os registos de reconhecimento desses graus e de conversão das respetivas notas finais para a escala de classificação portuguesa (sempre que ao grau estrangeiro tenha sido conferida uma classificação final), emitidos pela Direção-Geral do Ensino Superior ou por instituição de ensino superior público portuguesa (regime regulamentado pelo Decreto-Lei n.º 341/2007, de 12 de outubro) ou, em alternativa, apresentar o documento de reconhecimento/equivalência das habilitações estrangeiras às correspondentes habilitações portuguesas, emitido por uma instituição de ensino superior público portuguesa (processo regulado pelo Decreto-Lei n.º 283/83, de 21 de junho).

Plano de Trabalhos: O candidato selecionado irá desenvolver tarefas em áreas de processamento de imagem de faces e nas áreas de reconhecimento facial e prova de vida. As tarefas poderão incluir o desenvolvimento de módulos de manipulação da imagem da face ou de objetos particulares, programação de redes neuronais convolucionais para reconhecimento de faces, ou apps mobile para demonstração dos resultados do projeto. Este protejo resulta da integração do ISR-UC na Rede de Inovação da INCM (Imprensa Nacional-Casa da Moeda) e visa a manipulação de fotos de faces para documentos de identificação e viagem, tais como Cartão do Cidadão, Passaporte ou outros.

Regime de Atividade: A atribuição da bolsa não gera nem titula uma relação de natureza jurídico-laboral, é exercida em regime de dedicação exclusiva e é atribuído ao Bolseiro o Estatuto de Bolseiro, conforme o disposto no Regulamento de Bolsas de Investigação da Fundação para a Ciência e a Tecnologia, I.P., ambos na sua redação atual.

Local da Realização da Bolsa: Os trabalhos serão desenvolvidos no Instituto de Sistemas e Robótica, Pólo II da Universidade de Coimbra.

Duração da bolsa: A bolsa terá à duração de 12 meses, eventualmente renovável por períodos de 6 meses, até à duração máxima de 36 meses, consoante a avaliação de desempenho, em regime de exclusividade. O início da bolsa está previsto para julho de 2019.

Condições Financeiras da Bolsa: A bolsa ascende a € 980,00 correspondente ao subsídio mensal de manutenção estipulado na tabela FCT. Este subsídio mensal será pago no final do mês, por cheque. A este valor acresce o seguro social voluntário correspondente ao primeiro escalão, caso o candidato opte pela sua atribuição, bem como o seguro de acidentes pessoais. O valor da bolsa não aumentará ao longo de todo o período da sua duração.

Método de seleção: Avaliação Curricular (60%), e entrevista (40%) aos 3 melhores classificados na Avaliação Curricular. 

Critérios de seleção: 

A avaliação curricular incidirá nos seguintes critérios: mérito global do curriculum vitae (40%) e adequação do mesmo ao projeto (60%). 

Na entrevista (40%) serão entrevistados os 3 melhores candidatos classificados na Avaliação Curricular e será avaliado o grau de motivação e empenho nas tarefas a desenvolver.

Consideram-se excluídos do processo de seleção os candidatos que não obtenham uma classificação mínima de 3.5 valores numa escala de 0 a 5 valores, na avaliação final. O júri reserva-se o direito de não atribuir a bolsa no caso de não se apresentar a concurso candidato(a)s com o perfil adequado.

Composição do Júri de Seleção: Presidente: Professor Doutor Nuno Miguel Mendonça da Silva Gonçalves; Vogais efetivos: Professor Doutor Helder de Jesus Araújo e Doutor Leandro Moraes Valle Cruz.

Forma de publicitação/notificação dos resultados: As candidaturas serão avaliadas tendo em conta os critérios de seleção acima enunciados. Os resultados finais da avaliação serão divulgados até 90 dias úteis a contar da data limite de submissão de candidaturas e a lista ordenada por ordem de seriação dos candidatos, sendo o candidato(a) aprovado(a) notificado(a) através de correio eletrónico, bem como os restantes candidatos. No caso de desistência do bolseiro selecionado, automaticamente será selecionado o segundo candidato da lista ordenada de seriação dos candidatos, e assim sequencialmente até esgotar os candidatos apresentados. Após a divulgação dos resultados através de e-mail os candidatos devem considerar-se, desde logo, notificados para, querendo, se pronunciarem em sede de audiência prévia no prazo máximo de 10 dias úteis após aquela data. No término deste prazo o candidato selecionado deve considerar-se convocado para iniciar a bolsa.

ANNOUNCEMENT FOR TWO MASTERS RESEARCH GRANTS IN THE SCOPE OF THE PROJECT FACING 

APPLICATION opens from 1st/June/2019 till 15th/June/2019

Number of grants: 2

The Instituto de Sistemas e Robótica (ISR) – Universidade de Coimbra opens call for 2 (two) research grants (BI) for Masters. In the scope of the Scientific Research Project - “FACING: Face Image Understanding”, in cooperation with the Portuguese Mint and Official Printing Office (Imprensa Nacional-Casa da Moeda SA).

Scientific Area: Electrical and Computers Engineering, Computer Science, Biomedical Engineering, Informatics Engineering and affine areas.

Application profile: Master in Electrical and Computers Engineering, Informatics Engineering, Computer Science, Mathematics, Biomedical Engineering, Physics Engineering or similar. The chosen applications will integrate a multi-disciplinary team with the objective of creating algorithms for security elements of printed and digital documents. The candidates must have skills in programming in C/C++ and experience with the library OpenCV. Knowledge in image processing, machine learning and in written and spoken English are valued.

NOTE: Candidates with foreign academic diplomas are obliged to present records of the equivalence/recognition of such diplomas and the conversion of the respective final notes to the Portuguese classification scale (whenever a final classification is attributed with the foreign diploma), issued by the Directorate-General for Higher Education or by a Portuguese public higher education establishment (regulated by Decree-Law no. 341/2007, of 12 October) or, in alternative, present the document of equivalence/recognition of such foreign qualifications to the corresponding Portuguese qualifications, issued by a Portuguese public higher education establishment (regulated by Decree-Law no. 283/83, of 21 June).

Work plan: The selected candidates will develop tasks in the area of image processing of faces and in the areas of facial recognition and life detection. The tasks can include the development of modules for face image manipulation or of specific objects, programming convolutional neural networks for face recognition and mobile apps for the demonstration of the results of the project. This project results from the integraton of the ISR-UC in the Innovation Network of the INCM and aims at manipulating of photos of faces for identity and travel security documents as the Citizen Card, Passports and others.

Regime: The attribution of the grant does not generate or entitle a relation of a legal-labour nature, it is undertaken in an exclusive dedication regime and the fellow is granted with the Fellow Statute of the Instituto de Sistemas e Robótica – Universidade de Coimbra, according to Research Grant Statute or the Regulation of Research Grants of the Fundação para a Ciência e a Tecnologia, I.P., both in its actual wording.

Location: The Works will take place at the Instituto de Sistemas e Robótica – Universidade de Coimbra.

Duration: The Grants have a duration of 12 months, eventually renewable for periods of 6 months, until the limit of 36 months, depending on the merit evaluation. The beginning of the Grant is for July of 2019.

Scientific orientation: Professor Doutor Nuno Miguel Mendonça da Silva Gonçalves.

Finantial conditions: The amount of the Grant is 989,70€ corresponding to the monthly compensation stipulated in the FCT table (https://www.fct.pt/apoios/bolsas/valores.phtml.en), plus social security (Seguro Social Voluntário, first level contributions), if the candidate opt for it, and personal accidents insurance. The payment will be made by check. This amount will not be increased during the entire period of the grant duration.

Selection method: Curricular evaluation (60%), and interview (40%) to the best 3 applications at the Curricular Evaluation phase. 

Selection and attribution criteria: 

In the curricular evaluation (60%) will be considered the following criteria: global merit of the curriculum vitae (40%) and adequation of the candidate to the project (60%). 

In the interview (40%) for the best 3 candidates of the Curricular Evaluation will evaluate the motivation degree and the commitment for the task to develop.

The candidates with a final evaluation of 3.5 in the scale of 5 values will be excluded. The jury reserve the right to don’t attribute the Grant in the case of no candidate has the required profile.

Publication of the results: The evaluation results will be announced within 90 days after the end of the applications submission deadline, by notifying the applicants via email. After the announcement of the results, candidates are considered automatically notified to, if they wish to do so, comment on the results on a preliminary hearing period within 10 days after that date. After this, the selected candidates will have to declare in writing their acceptance. Unless a justification worthy of consideration is presented, if the declaration is not submitted within the referred period, it is considered that the candidate waivers the grant. In case of resignation or withdrawal of the selected candidate, the next candidate with the highest evaluation score will be notified immediately.

The application must include the following documentation: CV, habilitation certificate including the final scores obtained in the undergraduate subjects and a motivation letter.

Submission of applications: The application process is open from 1st of June of 2019 and 15th of June of 2019.
